Abstract

A method for evaluating current and future impact of cancer on Italian public health care system is proposed. It is based on a linkage of individual data on cancer diagnoses and life status follow-up and administrative data (hospital admissions, ambulatory services, drug prescriptions) in order to estimate prevalent cases and costs during three phases of care (POC): initial, monitoring and final. The POC approach allows to incorporate projections, predict cancer-related costs according to different scenarios of incidence, survival and population dynamics, and evaluate public health interventions (such as screening). The methodology is implemented in a software package, which will be offered to health care authorities and cancer registries. Evidence on the cost of cancer produced within the study will support policy-makers in achieving the best value for money and realizing an efficient allocation of public resources across different services and pathways of care.

Goals

To estimate the amount of public health care resources allocated to cancer patients in regions covered by cancer registration, according to a three disease- phase pathway (POC) with initial, monitoring, and final phases. 2: To forecast the number of cancer patients and corresponding health care expenditures in each POC, according to different scenarios based on changes in incidence, survival and population ageing. 3: To evaluate adherence to clinical guidelines and cost/effectiveness of selected health care interventions, such as the implementation of a screening program or the introduction of a new targeted therapy which may influence the amount and the distribution of cancer patients by POC as well as the cost per phase.
